Kohler CV 490 Engine Keeps Hunting and Surging At High Speed

I have replaced the fuel filter and carburetor on Kohler CV490 and at high speed get the hunting and surging where the governor linkage moves in and out. Low speed engine runs fine. Any suggestion on the fix. Thanks in advance.
